    The sections of the code you are referring to are incorrect.

    The codes you must meet are 3041(a)(3) as noted by the asterisk on the same code page you faxed to this office.

    A Note to our Readers: Code 3041a states, "Passenger elevators and automatic operation freight elevators shall be provided with an emergency alarm system, operable from within the car, which will provide effective means for summoning assistance at all hours in case of emergency."

    "a" states, "A telephone in each elevator car..."
    "b" states, "An electric bell..."
    (Just to ponder: Why do we need both a bell and a telephone, particularly when almost everyone has a cell phone in their pocket these days?)

    WE HAVE AN ELECTRIC BELL. BELOW THE CODE ARE STATED THE EXCEPTIONS. #1 IS:

    "1. Elevators in buildings having a height from the lowest to the highest elevator landing of not more than 65 feet" [OUR HEIGHT FROM LOWEST TO HIGHEST IS 25 FEET], "providing the distance between any adjacent landing does not exceed 15 feet" [OUR DISTANCE BETWEEN ADJACENT LANDINGS IS 10 FEET].
